Dominic Headley is the Founder of Dominic Headley & Associates (DHA) — a specialist consultancy that supports organisations to make informed, fair and lawful decisions when considering applicants, staff, students or volunteers with criminal records, or where safeguarding related conduct concerns have been raised.
Dominic is the UK’s foremost expert on criminal record disclosure, and an expert adviser to the government on criminal record policy. He is the architect of the PRISIM Model of Safer Employment – a safeguarding framework developed with Skills for Care and other partners to help organisations embed a 360° approach to safeguarding across the whole employment relationship.
Dominic was formerly Legal Officer at social justice charity, Nacro where he was the architect of the ground-breaking employability initiative - Aeneid Project, created the Nacro Employer Advice Service, and authored Recruiting safely and fairly: a practical guide to employing people with convictions. He is also a founding member and endorser of the Ban the Box campaign led by Business in the Community.
Prior to his role at Nacro, Dominic worked as an intelligence officer and analyst at the Serious Organised Crime Agency (SOCA, now National Crime Agency), where he served in a variety of roles including creating the High-Risk Mitigation and Due Diligence Team.
